  摘 要

  
  当今世界合作社的主体即农民专业合作社,是中国农村改革开放过程中产生的新生事物,是市场经济迅猛发展对农村农户提出的新要求,是基于家庭承包制出现的一种新型农业经营体制,它已是推动当前农业建设和帮助农民增收的重要组织,更是各级党委、政府指导“三农”工作的重要抓手,为政府扶持广大农村农民提供了一种新的途径。农民,是作为独立的市场主体,而农民专业合作社的产生及发展,则是农民在残酷的市场竞争中出现的合作协助需求的结果。但是,在迅速创建各类农民合作社之后,很多农民仍未改变固有的思维模式及生产方式,这使得我国各类农民专业合作社在发展的路上受到了严重的阻碍,农民专业合作社的发展也偏离了健康向前的方向,最突出的就是“农民生产的一些产品在市场中销售不出,低价的农业生产生活资料又无法购买”。而供销社在发展为农服务工作已有六十几年的经验,拥有着多方面的独特优势(包括资源网络、文化背景和政治条件等),有能力协调并解决农民专业合作社在建设或发展的道路上碰到的各种各样难题。
  
  近几年,随着《农民专业合作社法》和有关政策的颁布出台,各地党委、政府不断加大扶持发展农民专业合作社的力度,农民参与专业合作社建设的积极性也增强了。经过多年的努力和投入,大部分农民专业合作经济组织取得了较大的进步,但每个地方的农村经济发展水平和农业生产方式各异,不同地方的运行状态和主导类型也不同,导致了各地供销社在助推农民专业合作社建设过程中也遇到了诸多困难和问题。以广东省潮州市为例,目前由于当地供销社对农民专业合作社建设的重视程度不够、参与农民专业合作社建设的积极性不高、缺乏对市场进行调查了解、缺乏社社之间的有效联合以及缺乏政策资金的大力支持,导致出现了供销社与农民专业合作社之间的沟通交流不足、对农民专业合作社建设的规划指导不够、向农民专业合作社提供市场信息不及时、帮农民专业合作社开拓农产品流通渠道力度不大和为农民专业合作社的农产品销售提供服务不到位等问题。因此,本文选择供销社助推农民专业合作社建设作为研究对象,通过对潮州市供销社推动农民专业合作社建设情况的研究,希望能够形成服务于新型农村建设的理论体系和实践体系,通过充分发挥供销社的职能作用,进一步增强农民专业合作社的活力,从而推动潮州市农村农业经济健康发展。

  本文采用文献研究法,通过阅读大量的关于供销社推动农民专业合作社建设的相关文献,对国内外研究现状作综合述评,在搜索查阅相关文献和收集实践资料的基础上,简要阐述供销社的含义定位和农民专业合作社的内涵,并对供销社在助推农民专业合作社建设中的作用表现进行分析,再结合实证研究法和个案研究法,将潮州市作为特定研究对象,对潮州市供销社助推农民专业合作社建设的状况作一个系统的研究,选择潮州市饶平县、潮安区进行实地全面的调査了解,对不同地区进行走访,充分了解各基层供销社助推农民专业合作社的不同情况,掌握了大量的一手材料和基础数据,再将有关资料进行收集整理,对潮州市农民专业合作社建设的有关数据进行比较、统计、分析,对研究对象的认识进一步深化,研究潮州市供销社助推农民专业合作社建设的成绩,总结供销社在助推农民专业合作社建设过程中的不足,分析弄清存在的问题和根源,最后针对潮州市助推农民专业合作社建设的具体实际,提出自己的观点和建议,要加大宣传力度,创新发展理念,要强化规范管理,打造特色品牌,要把握市场动态,拓展经营思路,要加强联合协作,壮大经济实力,要争取多方支持,完善服务体系。

  Abstract


        Nowadays, the main body of world cooperatives is the specialized farmer cooperative,which isthe new things emerging in the process of China's rural reform and opening and socialist marketeconomy development. It is a necessary requirement that famers adapt to the market economydevelopment and an innovation of agricultural management system based on household contractmanagement .Meanwhile , it is an effective organizational carrierforbuilding modern agriculture,increasing farmers' income, and raising the systematization level, and also the important startingpoint for the party and the government to guide the agriculture and rural work, new channel foreach level of government to directly support farmers. Its emergence and development isaninevitable result of internal cooperation demands arising fromthe farmer facing increasinglyfierce market competition. However,after shortly established each kinds farmerscooperatives ,various problem-thinking and problem-solving ways inherent to the farmers hasseriously blocked the development of specialized farmer cooperatives and deviatedthecooperatives from a sound development track. Obviously , the most serious problem is that "failto sell out some of agricultural products and get low cost of productionmaterial ".However, thesupply and marketing cooperatives have 60 year experience with the advantage of network, assetbusiness, experience, politics and culture, which can certainlysolve the problems during thespecialized farmer cooperatives development.
  
  In recent years, along with the Law of Specialized Farmer Cooperatives and relevant policiesand regulations issued, each level of the party and government put more efforts todevelop thespecialized farmer cooperatives,and the farmers’ initiative also increased. After many years ofhard work and investment, most of farmer cooperative economic organizationshave made a greatprogress, but there are still some difficulties and problems due to the different economicdevelopment level and agricultural production level of each area. Take Chaozhou City inGuangdong Province as an example. Through researching on the supply and marketing cooperatives constructionsituation in Chaozhou City, it aimsto form a theoretical system and practice system to serve newrural area construction , and furtherly enhance the vitality ofspecialized farmer cooperatives byplaying full functions of supply and marketing cooperatives so that promote the healthydevelopment of rural agricultural economy.
  
  This paper adopts the method of literature research, by reading a large number of relevantliteratures about the supply and marketing cooperatives’ participation in the specialized farmercooperatives construction, comprehensively reviews the domestic and abroad research status andbriefly explains the meaning of the supply and marketing cooperatives and farmers cooperativeson the basis of searching relevant literature and collecting practical information,and analyze therole of supply and marketing cooperatives in boosting the construction of farmers cooperatives.
  
  In combination with empirical study and case study, choose Chaozhou City as a specific researchobject and systematic study on Chaozhou specialized farmer cooperatives’ construction situation;Choose Chao’an District and Raoping County as filed investigation, by visiting different regionsand fully study the different situation of local farmers cooperatives’ construction to get lots ofprimary material and basis data. Through comparison, statistics and analysis against relevant data,get more understanding of research object , study the achievement of Chaozhou specializedfarmer cooperatives’ construction ,summarize the shortage and analyze the problems and rootcauses. In view of the present situation of boosting the construction of specialized farmercooperatives in Chaozhou City, the paper provides the own opinion and suggestions as following:
  
  increase publicity efforts, innovate development concept ,strengthen the standardmanagement ,create distinctive brand, gasp the market trend, expand business ideas, strengthenjoint cooperation and economic strength, strive for multi support and increase service systems.
